房屋贷款合同什么时候给

一、楼盘审查

在借款人提出申请之前，信用社(部)需要对拟提供个人购房贷款的楼盘进行审查，楼盘审查操作流程为开发商申请→项目调查→审查、审批→签订项目合作协议书→贷后。

房地产公司提出申请，信用社(部)要求房地产公司(以下简称“开发商”)提交以下资料：

1、书面申请;

2、公司资料、包括营业执照、税务登记证、法人代码证、企业章程、贷款卡、开户情况、公司概况、法人代表人或授权代理人证明书、股东会决议等;

3、项目资料，包括房地产开发企业资质等级证、建设用地规划许可证、建设工程规划许可证、建设工程施工许可证，国有土地使用证、工程概预算资料、商品房预售许可证等。

4、农村信用社认为需要提供其他资料。

项目调查的主要内容有手续的合法性、项目资金到位情况、项目的基本情况，市场前景及效益状况。项目实地调查，核实资料、项目情况调查后撰写调查报告，将调查情况交审查部门，审批同意后与开发商签订《个人购房款项目合作协议》。

二、发放贷款操作流程

具体流程为：借款人申请→贷前调查→审查、审批→签订借款合同→办理保险、公证、担保等手续→发放贷款→资料归档→贷后管理→贷款偿还→清户撤押。

(一)借款人申请

借款人申请个人购房贷款，所购房必须为现房或多层主体结构封顶、高层完成总三分之二以上的期房。需要借款人填写个人购房借款表并提供以下资料：

1、借款人身份证件(居民身份证、户口簿或其他有效居留证件);

2、婚姻状况证明(已婚的提供结婚证或婚姻登记机关出具的夫妻关系证明书，未婚的提供未婚证明书);

3、不低于房价30%的首付款付款凭证;但对购买首套自住住房且套型建筑面积90平方米以下的可执行首付款比例不低于20%的规定;购买商业门面的首付款比例不得低于40%。

4、房地产主管部门统一印制的、具有法律效力的商品房买卖合同;

5、共有权人同意以所购房屋作为抵押物的证明;

6、借款人家庭财产和经济收入证明，如果属于借款人家庭成员共同还款，则各方要签订共同还款责任确认书，明确在一方无力偿还贷款的情况下，其他方仍要继续承担还款责任。
