光伏扶贫是创新科学扶贫、实现精准脱贫在有效途径，是当前我县推进农村扶贫开发、促进贫困群众稳收增收的重要举措。为加快光伏扶贫工程的实施，根据《中共中央、国务院关于打赢脱贫攻坚战的决定》和国家发改委等五部委联合下发的《关于实施光伏发电扶贫工作的意见》（发改能源﹝2016﹞621号）等文件精神，结合我县实际，特提出如下意见：

一、建立推进机制

县政府建立服务组织，打造服务平台，合理配置资源，建立完善针对贫困村和贫困户的光伏电站运行维护服务机制。制订光伏扶贫规划和具体实施方案，落实项目建设资金，组织项目建设，做好协调服务、监督管理、竣工验收和收益分配等工作；县政府对于光伏扶贫项目，建立台账、定期跟踪，加强监督，确保项目按计划完成。

二、简化项目审批

各职能部门要按照行政审批制度改革和简政放权的有关要求，建立绿色通道，简化光伏扶贫工程项目审批程序。对于依托自由建（构）筑物或附近设施建设的分布式光伏扶贫项目，由县级电网公司统一协调并网条件后，按简便登记形式代理办理备案管理手续；对于集中光伏扶贫电站项目，搞好备案管理，缩短办理时限，提高工作效率。

三、搞好项目实施

通过公开招标方式选择符合资质条件、具有社会责任心的企业组织工程实施。通过政府特许经营授权，鼓励各类所有制企业参与，依法依规、竞争择优选择具有较强资金实力以及技术和管理能力的企业，承担集中式光伏电站的运营管理或技术服务，鼓励投资企业一并承担村级光伏电站（含用户）的技术服务工作。

四、明确部门职责

光伏扶贫是一项系统工程，各有关部门要按照职责分工，加强沟通协调，密切配合，合力推进工作开展。扶贫部门负责宣传发动、选择贫困村和贫困户、拟订年度计划、牵头组织项目实施工作，负责县光伏扶贫工作领导小组办公室日常工作；发改部门负责做好协调项目备案，光伏发电指标的争取与分配，组织编制光伏扶贫实施方案、技术指南、用户手册工作；财政部门、金融办负责项目资金筹措与监管，协调金融机构、保险机构支持光伏扶贫工作；国土、林业、规划等部门按照各自职责，负责协调落实集中式光伏扶贫电站建设用地报批、规划选址等工作；电网企业负责实施农村电网改造升级，确保满足光伏发电上网需求，并负责电表调试与安装、并网发电、及时发放上网电量补贴资金工作；投资企业负责发电设备供
