ThisTuesdaymarksthefirstaiversaryofKatrina--oneofthedeadliestandmostcostlynaturaldisastersinAmericanhistory.InMiiii,thestormwipedoutvirtuallyeverythingalongan80-milestretchofthecoast,flatteninghomesanddestroyingentirecommunities.InLouisiana,floodingleft80percentofthecityofNewOrleaunderwater.Thehumancostswereevenmoreterrible.Morethanathousandpeopledied,countlefamilieslosttheirhomesandlivelihoods,andteofthousandsofmen,women,andchildrenwereforcedtofleetheregionandleavebehindeverythingtheyknew.

AsMembersofCongreshowrestraintonendingbills,theyalsoneedtomakereformsintheendingproce.Underthecurrentsystem,manylawmakersareabletoiertfundingforpetprojectsintolargeendingbills.Thisproceiscalledearmarking,anditoftenresultsinuecearyending.Forexample,abilltofundourmilitarycanbeloadedupwithunjustifiedearmarksandotherendingthatmaynotaddtoournationalsecurity.

Aline-itemvetowouldgivethepresidentawaytoiistongreaterdisciplineinthebudget.Aline-itemvetowouldreducetheincentiveforCongretoendwastefullybecausewhenlawmakersknowtheirpetprojectswillbehelduptopublicscrutiny,theywillbelelikelytosuggesttheminthefirstplace.Mostimportantly,aline-itemvetowouldbenefitAmericantaxpayersbyeuringgreaterreectfortheirhard-earneddollars.
