ItisanhonourtobehereintheEuropeanparliamenttoday.Withyourpermiion,IwillcomebackaftereachEuropeanCouncilduringtheUKpresidencyandreporttoyou.Inaddition,IwouldbehaytocoulttheparliamentbeforeeachCouncil,soastohavethebenefitoftheviewsoftheEuropeanparliamentbeforeCouncildeliberatio.

Thisisatimelyaddre.WhateverelsepeopledisagreeuponinEuropetoday,theyatleastagreeononepoint:Europeisinthemidstofaprofounddebateaboutitsfuture.Iwanttotalktoyouplainlytodayaboutthisdebate,thereasoforitandhowtoresolveit.Ineverycrisisthereisanoortunity.ThereisonehereforEuropenow,ifwehavethecouragetotakeit.

ThedebateoverEuropeshouldnotbeconductedbytradingiultsorintermsofpersonality.Itshouldbeanopenandfrankexchangeofideas.AndrightattheoutsetIwanttodescribeclearlyhowIdefinethedebateandthedisagreementunderlyingit.

Theiueisnotbetweena"freemarket"EuropeandasocialEurope,betweenthosewhowanttoretreattoacommonmarketandthosewhobelieveinEuropeasapoliticalproject.

Thisisnotjustamisrepresentation.ItistointimidatethosewhowantchangeinEuropebyrepresentingthedesireforchangeasbetrayaloftheEuropeanideal,totrytoshutoffseriousdebateaboutEurope?ˉsfuturebyclaimingthattheveryiistenceondebateistoembracetheanti-Europe.

ItisamindsetIhavefoughtagaitallmypoliticallife.Idealssurvivethroughchange.Theydiethroughinertiainthefaceofchallenge.

Iamapaionatepro-European.Ialwayshavebeen.Myfirstvotewasin1975intheBritishreferendumonmembershipandIvotedyes.In1983,whenIwasthelastcandidateintheUKtobeselectedshortlybeforethatelectionandwhenmypartyhadapolicyofwithdrawingfromEurope,ItoldtheselectionconferencethatIdisagreedwiththepolicy.SomethoughtIhadlosttheselection.SomeperhawishIhad.Ithenhelpedchangeourpolicyinthe1980?ˉsandwasproudofthatchange.

SincebeingprimeMinisterIsignedtheSocialChapter,helped,alongwithFrance,tocreatethemodernEuropeanDefencepolicy,haveplayedmypartintheAmsterdam,theNice,thentheRomeTreaties

Thisisaunionofvalues,ofsolidaritybetweennatioandpeople,ofnotjustacommonmarketinwhichwetradebutacommonpoliticalaceinwhichweliveascitize.

Italwayswillbe.

IbelieveinEuropeasapoliticalproject.IbelieveinEuropewithastrongandcaringsocialdimeion.IwouldneveracceptaEuropethatwassimplyaneconomicmarket.

Tosaythatistheiueistoescapetherealdebateandhideinthecomfortzoneofthethingswehavealwayssaidtoeachotherintimesofdifficulty.

ThereisnotsomepisionbetweentheEuropenecearytosucceedeconomicallyandsocialEurope.politicalEuropeandeconomicEuropedonotliveinseparaterooms.

ThepurposeofsocialEuropeandeconomicEuropeshouldbetosustaineachother.

ThepurposeofpoliticalEuropeshouldbetopromotethedemocraticandeffectiveititutiotodeveloppolicyinthesetwoheresandacrotheboardwherewewantandneedtocooperateinourmutualinterest.

Butthepurposeofpoliticalleadershipistogetthepoliciesrightfortoday?ˉsworld.

For50yearsEurope?ˉsleadershavedonethat.Wetalkofcrisis.Letusfirsttalkofachievement.Whenthewarended,Europewasinrui.TodaytheEUstandsasamonumenttopoliticalachievement.Almost50yearsofpeace,50yearsofproerity,50yearsofprogre.Thinkofitandbegrateful.

ThebroadsweepofhistoryisonthesideoftheEU.Countriesroundtheworldarecomingtogetherbecauseincollectivecooperationtheyincreaseinpidualstrength.Untilthesecondhalfofthe20thCentury,forcenturiesEuropeannatioinpiduallyhaddominatedtheworld,colonisedlargepartsofit,foughtwarsagaiteachotherforworldsupremacy.

OutofthecarnageoftheSecondWorldWar,politicalleadershadthevisiontorealisethosedaysweregone.Today?ˉsworlddoesnotdiminishthatvision.Itdemotratesitsprescience.TheUSAistheworld?ˉsonlysuperpower.ButChinaandIndiainafewdecadeswillbetheworld?ˉslargesteconomies,eachofthemwithpopulatiothreetimesthatofthewholeoftheEU.TheideaofEurope,unitedandworkingtogether,iseentialforournatiotobestrongenoughtokeepourplaceinthisworld.

Now,almost50yearson,wehavetorenew.Thereisnoshameinthat.Allititutiomustdoit.Andwecan.ButonlyifweremarrytheEuropeanidealswebelieveinwiththemodernworldwelivein.

IfEuropedefaultedtoEuroscepticism,orifEuropeannatiofacedwiththisimmeechallenge,decidetohuddletogether,hopingwecanavoidglobalisation,shrinkawayfromconfrontingthechangesaroundus,takerefugeinthepresentpoliciesofEuropeasifbycotantlyrepeatingthem,wewouldbytheveryactofrepetitionmakethemmorerelevant,thenweriskfailure.Failureonagrand,strategic,scale.ThisisnotatimetoaccusethosewhowantEuropetochangeofbetrayingEurope.ItisatimetorecognisethatonlybychangewillEuroperecoveritsstrength,itsrelevance,itsidealismandthereforeitssuortamongstthepeople.

TheiueisnotabouttheideaoftheEuropeanUnion.Itisaboutmodernisation.Itisaboutpolicy.ItisnotadebateabouthowtoabandonEuropebuthowtomakeitdowhatitwassetuptodo:improvethelivesofpeople.Andrightnow,theyaren?ˉtconvinced.Coiderthis.

ForfouryearsEuropeconductedadebateoverournewCotitution,twoyearsofitintheConvention.ItwasadetailedandcarefulpieceofworksettingoutthenewrulestogovernaEuropeof25andintime27,28andmorememberstates.ItwasendorsedbyallGovernments.Itwassuortedbyallleaders.ItwasthencompreheivelyrejectedinreferendumsintwofoundingMemberStates,inthecaseoftheNetherlandsbyover60percent.TherealityisthatinmostMemberStatesitwouldbehardtodaytosecurea?ˉyes?ˉforitinareferendum.

Therearetwopoibleexplanatio.OneisthatpeoplestudiedtheCotitutionanddisagreedwithitsprecisearticles.Idoubtthatwasthebasisofthemajority?ˉno?ˉ.Thiswasnotaniueofbaddraftingorecifictextualdisagreement.

TheotherexplanationisthattheCotitutionbecamemerelythevehicleforthepeopletoregisterawideranddeeperdiscontentwiththestateofaffairsinEurope.Ibelievethistobethecorrectanalysis.

Ifso,itisnotacrisisofpoliticalititutio,itisacrisisofpoliticalleadership.peopleinEuropeareposinghardquestiotous.Theyworryaboutglobalisation,jobsecurity,aboutpeioandlivingstandards.Theyseenotjusttheireconomybuttheirsocietychangingaroundthem.Traditionalcommunitiesarebrokenup,ethnicpatterchange,familylifeisunderstrainasfamiliesstruggletobalanceworkandhome.

Wearelivingthroughaneraofprofoundupheavalandchange.Lookatourchildrenandthetechnologytheyuseandthejomarkettheyface.Theworldisunrecognisablefromthatweexperiencedasstudents20,30yearsago.Whensuchchangeoccurs,moderatepeoplemustgiveleadership.Iftheydon?ˉt,theextremesgaintractiononthepoliticalproce.Ithaewithinanation.ItishaeninginEuropenow.

IwanttosayawordaboutlastFriday?ˉsSummit.TherehavebeensuggestiothatIwasnotwillingtocompromiseontheUKrebate;thatIonlyraisedCApreformatthelastminute;thatIexpectedtorenegotiatetheCAponFridaynight.InfactIamtheonlyBritishleaderthathaseversaidIwouldputtherebateonthetable.IneversaidweshouldendtheCApnoworrenegotiateitovernight.Suchapositionwouldbeaurd.Anychangemusttakeaccountofthelegitimateneedsoffarmingcommunitiesandhaenovertime.Ihavesaidsimplytwothings:thatwecaotagreeanewfinancialperectivethatdoesnotatleastsetoutaprocethatleadstoamorerationalBudget;andthatthismustallowsuchaBudgettoshapethesecondhalfofthatperectiveupto2013.Otherwiseitwillbe2014beforeanyfundamentalchangeisagreed,letaloneimplemented.Again,inthemeantime,ofcourseBritainwillpayitsfairshareofenlargement.ImightpointoutthatonanybasiswewouldremainthesecondhighestnetcontributortotheEU,havinginthisperectivepaidbilliomorethansimilarsizedcountries.

ThenthereisthewholeareaofCF.WeshouldbeagreeingpracticalmeasurestoenhanceEuropeandefencecapability,bepreparedtotakeonmoremiioofpeacekeepingandenforcement,developthecapability,withNATOorwhereNATOdoesnotwanttobeengagedoutsideit,tobeabletointervenequicklyandeffectivelyinsuortofconflictresolution.LookatthenumbersinEuropeanarmiestodayandourexpenditure.Dotheyreallyawerthestrategicneedsoftoday?

Suchadefencepolicyisanecearypartofaneffectiveforeignpolicy.Butevenwithoutit,weshouldbeseeinghowwecanmakeEurope?ˉsinfluencecount.WhentheEuropeanUnionagreedrecentlyadoublingofaidtoAfrica,itwasanimmediateboostnotjustforthattroubledcontinent,butforEuropeancooperation.Weareworldleadersindevelopmentandproudofit.Weshouldbeleadingthethewayonpromotinganewmulti-lateraltradeagreementwhichwillincreasetradeforall,eeciallythepoorestnatio.Weareleadingthedebateonclimatechangeanddevelopingpan-Europeanpoliciestotackleit.ThankstoXavierSolana,EuropehasstartedtomakeitspresencefeltintheME.Butmypointisverysimple.AstrongEuropewouldbeanactiveplayerinforeignpolicy,agoodpartnerofcoursetotheUSbutalsocapableofdemotratingitsowncapacitytoshapeandmovetheworldforward.

SuchaEurope-itseconomyintheproceofbeingmodernised,itssecurityenhancedbyclearactionwithinourbordersandbeyond-wouldbeaconfidentEurope.ItwouldbeaEuropeconfidentenoughtoseeenlargementnotasathreat,asifmembershipwereazerosumgameinwhicholdmembersloseasnewmembersgain,butanextraordinary,historicoortunitytobuildagreaterandmorepowerfulunion.Becausebeundernoillusion:ifwestopenlargementorshutoutitsnaturalcoequences,itwouldn?ˉt,intheend,saveonejob,keeponefirminbusine,preventonedelocalisation.Foratimeitmightbutnotforlong.AndinthemeantimeEuropewillbecomemorenarrow,moreintroectiveandthosewhogarnersuortwillbethosenointhetraditioofEuropeanidealismbutinthoseofoutdatednationalismandxenophobia.ButItellyouinallfrankne:itisacontradictiontobeinfavourofliberalisingEurope?ˉsmembershipbutagaitopeningupitseconomy.

IfwesetoutthatcleardirectioifwethencombineditwiththeCommiion-asthisoneunderJoseManuelBarroso?ˉsleadershipisfullycapableofdoing-thatispreparedtosendbacksomeoftheuecearyregulation,peelbacksomeofthebureaucracyandbecomeachampionofaglobal,outward-looking,competitiveEurope,thenitwillnotbehardtocapturetheimaginationandsuortofthepeopleofEurope.

Inourpresidency,wewilltrytotakeforwardtheBudgetdeal;toresolvesomeoftheharddoiers,liketheServicesDirectiveandWorkingTimeDirective;tocarryouttheUnion?ˉsobligatiotothoselikeTurkeyandCroatiathatwaitinhopeofafutureaspartofEurope;andtoconductthisdebateaboutthefutureofEuropeinanopen,inclusiveway,givingourownviewsstronglybutfullyreectfuloftheviewsofothers.

OnlyonethingIask:don?ˉtletuskidourselvesthatthisdebateisueceary;thatifonlyweaume?ˉbusineasusual?ˉ,peoplewillsoonerorlaterrelentandacquiesceinEuropeasitis,notastheywantittobe.InmytimeasprimeMinister,Ihavefoundthatthehardpartisnottakingthedecision,itisottingwhenithastobetaken.Itisunderstandingthedifferencebetweenthechallengesthathavetobemanagedandthosethathavetobeconfrontedandovercome.ThisissuchamomentofdecisionforEurope.

tywalls.Arewelistening?Havewethepoliticalwilltogooutandmeetthemsothattheyregardourleadershipaspartofthesolutionnottheproblem?ThatisthecontextinwhichtheBudgetdebateshouldbeset.peoplesay:weneedtheBudgettorestoreEurope'scredibility.Ofcoursewedo.ButitshouldbetherightBudget.Itshouldn'tbeatractedfromthedebateaboutEurope'scrisis.Itshouldbepartoftheawertoit.IwanttosayawordaboutlastFriday'sSummit.TherehavebeensuggestiothatIwasnotwillingtocompromiseontheUKrebate;thatIonlyraisedCApreformatthelastminute;thatIexpectedtorenegotiatetheCAponFridaynight.InfactIamtheonlyBritishleaderthathaseversaidIwouldputtherebateonthetable.IneversaidweshouldendtheCApnoworrenegotiateitovernight.Suchapositionwouldbeaurd.Anychangemusttakeaccountofthelegitimateneedsoffarmingcommunitiesandhaenovertime.Ihavesaidsimplytwothings:thatwecaotagreeanewfinancialperectivethatdoesnotatleastsetoutaprocethatleadstoamorerationalBudget;andthatthismustallowsuchaBudgettoshapethesecondhalfofthatperectiveupto2013.Otherwiseitwillbe2014beforeanyfundamentalchangeisagreed,letaloneimplemented.Again,inthemeantime,ofcourseBritainwillpayitsfairshareofenlargement.ImightpointoutthatonanybasiswewouldremainthesecondhighestnetcontributortotheEU,havinginthisperectivepaidbilliomorethansimilarsizedcountries.So,thatisthecontext.WhatwouldadifferentpolicyagendaforEuropelooklike?First,itwouldmoderniseoursocialmodel.AgainsomehavesuggestedIwanttoabandonEurope'ssocialmodel.Buttellme:whattypeofsocialmodelisitthathas20munemployedinEurope,productivityratesfallingbehindthoseoftheUSA;thatisallowingmoresciencegraduatestobeproducedbyIndiathanbyEurope;andthat,onanyrelativeindexofamoderneconomy-skills,Rdevelopingproposalstohitthepeopleanddrugtraffickershard,inopeninguptheirbankaccounts,haraingtheiractivities,arrestingtheirleadingmembersandbringthemtojustice;gettingreturagreementsforfailedasylumseekersandillegalimmigrantsfromneighbouringcountriesandotherdevelopingbiometrictechnologytomakeEurope'sborderssecure.ThenthereisthewholeareaofCF.WeshouldbeagreeingpracticalmeasurestoenhanceEuropeandefencecapability,bepreparedtotakeonmoremiioofpeacekeepingandenforcement,developthecapability,withNATOorwhereNATOdoesnotwanttobeengagedoutsideit,tobeabletointervenequicklyandeffectivelyinsuortofconflictresolution.LookatthenumbersinEuropeanarmiestodayandourexpenditure.Dotheyreallyawerthestrategicneedsoftoday?Suchadefencepolicyisanecearypartofaneffectiveforeignpolicy.Butevenwithoutit,weshouldbeseeinghowwecanmakeEurope'sinfluencecount.WhentheEuropeanUnionagreedrecentlyadoublingofaidtoAfrica,itwasanimmediateboostnotjustforthattroubledcontinent,butforEuropeancooperation.Weareworldleadersindevelopmentandproudofit.Weshouldbeleadingthethewayonpromotinganewmulti-lateraltradeagreementwhichwillincreasetradeforall,eeciallythepoorestnatio.Weareleadingthedebateonclimatechangeanddevelopingpan-Europeanpoliciestotackleit.ThankstoXavierSolana,EuropehasstartedtomakeitspresencefeltintheME.Butmypointisverysimple.AstrongEuropewouldbeanactiveplayerinforeignpolicy,agoodpartnerofcoursetotheUSbutalsocapableofdemotratingitsowncapacitytoshapeandmovetheworldforward.SuchaEurope-itseconomyintheproceofbeingmodernised,itssecurityenhancedbyclearactionwithinourbordersandbeyond-wouldbeaconfidentEurope.ItwouldbeaEuropeconfidentenoughtoseeenlargementnotasathreat,asifmembershipwereazerosumgameinwhicholdmembersloseasnewmembersgain,butanextraordinary,historicoortunitytobuildagreaterandmorepowerfulunion.Becausebeundernoillusion:ifwestopenlargementorshutoutitsnaturalcoequences,itwouldn't,intheend,saveonejob,keeponefirminbusine,preventonedelocalisation.Foratimeitmightbutnotforlong.AndinthemeantimeEuropewillbecomemorenarrow,moreintroectiveandthosewhogarnersuortwillbethosenointhetraditioofEuropeanidealismbutinthoseofoutdatednationalismandxenophobia.ButItellyouinallfrankne:itisacontradictiontobeinfavourofliberalisingEurope'smembershipbutagaitopeningupitseconomy.IfwesetoutthatcleardirectioifwethencombineditwiththeCommiion-asthisoneunderJoseManuelBarroso'sleadershipisfullycapableofdoing-thatispreparedtosendbacksomeoftheuecearyregulation,peelbacksomeofthebureaucracyandbecomeachampionofaglobal,outward-looking,competitiveEurope,thenitwillnotbehardtocapturetheimaginationandsuortofthepeopleofEurope.Inourpresidency,wewilltrytotakeforwardtheBudgetdeal;toresolvesomeoftheharddoiers,liketheServicesDirectiveandWorkingTimeDirective;tocarryouttheUnion'sobligatiotothoselikeTurkeyandCroatiathatwaitinhopeofafutureaspartofEurope;andtoconductthisdebateaboutthefutureofEuropeinanopen,inclusiveway,givingourownviewsstronglybutfullyreectfuloftheviewsofothers.OnlyonethingIask:don'tletuskidourselvesthatthisdebateisueceary;thatifonlyweaume'busineasusual',peoplewillsoonerorlaterrelentandacquiesceinEuropeasitis,notastheywantittobe.InmytimeasprimeMinister,Ihavefoundthatthehardpartisnottakingthedecision,itisottingwhenithastobetaken.Itisunderstandingthedifferencebetweenthechallengesthathavetobemanagedandthosethathavetobeconfrontedandovercome.ThisissuchamomentofdecisionforEurope.Thepeopleo InMay,Ipledged版权所有todeployupto6,000NationalGuardmemberstosuorttheBorderpatrol,andwefulfilledthatpledgebyAugust1st.ThroughOperationJumpStart,NationalGuardmembersarenowondutysuortingtheBorderpatrolinTexas,California,Arizona,andNewMexico.

OnThursday,IvisitedtheRioGrandeValleyBorderpatrolSectorinTexas.IsawfirsthandhowtheNationalGuardisworkingwithourBorderpatrolagentstoimprovebordersecurity.NationalGuardtrooarehelpingwithsurveillance,cotruction,andlogistics.They’rebuildingandrepairingfences,maintainingvehicles,andmaingdetectionequipmentontheborderandincommandcenters.

ThearrivalofNationalGuardunitshasallowedtheBorderpatroltomovemoreagentsintofront-linepositio,andthisadditionalmaowerisdeliveringresults.WiththesuortoftheNationalGuard,Borderpatrolagentshaveseizedover17,000poundsofillegaldrugsandcaughtmorethan2,500illegalimmigrantssinceJune15th.Justlastmonth,BorderpatrolagentsintheRioGrandeValleySectorconfiscatedmorethan4,200poundsofmarijuanahiddeninatractortrailer.AndthesuortoftheNationalGuardwasimportantinmakingthisseizurehaen.

Rationalandcompreheiveimmigrationreformmustbeginwithbordersecurity,andwehavemoretodo.SoI’veaskedCongretofunddramaticincreasesinmaowerandtechnologyfortheBorderpatrol.Wewilladd6,000newBorderpatrolagents.Wewillbuildhigh-techfencesinurbancorridorsandnewpatrolroadsandbarriersinruralareas.Andwewillemploymotionseors,infraredcameras,andunmaedaerialvehiclestopreventillegalcroings.Bydeploying21stcenturytechnologies,wewillmakeourBorderpatrolagentsevenmoreeffectiveandourbordermoresecure.

WeneedtoenforceourimmigrationlawsatourNation’sworksites.Toenforcethelaw,wehavelaunchedraidsonbusineesthatknowinglyhireillegalimmigrants.Wearefilingcriminalchargesagaittheseemployers,andweareprosecutingthemtothefullestextentofthelaw.

Tohelphonestbusineesfollowthelaw,Iproposemoreeffectivetoolstoverifythelegalstatusofworkers.Thesetoolsshouldincludeatamper-proofidentificationcardforlegalforeignworkers.Bytakingtheseste,wewillmakeiteasierforbusineestoobeythelawandleavethemnoexcuseforviolatingit.

Weneedtoresolvethestatusofillegalimmigrantswhoarealreadyhere.Theyshouldnotbegivenanautomaticpathtocitizehip.Thisisamnesty,andIooseit.Amnestywouldbeunfairtothosewhoareherelawfully,anditwouldinvitefurtherwavesofillegalimmigration.Wewillfindarationalmiddlegroundbetweenautomaticcitizehipforillegalimmigrantsandmadeportatioofpeoplewho’vebeenlivinghereformanyyearswithjo,families,anddeeprootsinourcountry.

Finally,weneedcompreheiveimmigrationreformthathonorstheAmericantraditionofthemeltingpotbyhelpingnewcomersaimilate.Americaareboundtogetherbyoursharedideals,ourhistory,andtheabilitytoeakandwritetheEnglishlanguage.Whenimmigrantsaimilate,theyadvanceinoursociety,realizetheirdreams,andaddtotheunityofAmerica.Wecanfixtheproblemofillegalimmigrationanddeliveranimmigrationsystemthatisrationalandcompaionate.

AnotherreasonfortherecentincreaseinattacksisthattheterroristsaretryingtoinfluencepublicopinionhereintheUnitedStates.Theyhaveasophisticatedpropagandastrategy.Theyknowtheycaotdefeatusinthebattle,sotheyconducthigh-profileattacks,hopingthattheimagesofviolencewilldemoralizeourcountryandforceustoretreat.Theycarryvideocamerasandfilmtheiratrocities,andbroadcastthemontheInternet.Theye-mailimagesandvideoclitoMiddleEasterncablenetworkslikeal-Jazeera,anditructtheirfollowerstosendthesamematerialtoAmericanjournalists,authors,andopinionleaders.Theyoperateweites,wheretheypostmeagesfortheirfollowersandreadersacrotheworld.

Inonerecentmeage,theGlobalIslamicMediaFront--agroupthatoftenpostsalQaedapropagandaonweites--saidtheirgoalisto,"carryoutamediawarthatisparalleltothemilitarywar."ThisisthesamestrategytheterroristslaunchedinAfghanistanfollowing9/11.InalettertotheTalibanleaderMullahOmar,OsamabinLadenwrotethatalQaedaintendedtowage"amediacampaign,tocreateawedgebetweentheAmericanpeopleandtheirgovernment."

TheterroristsaretryingtopideAmericaandbreakourwill,andwemustnotallowthemtosucceed.SoAmericawillstandwiththedemocraticgovernmentofIraq.WewillhelpprimeMinisterMalikibuildafreenationthatcangovernitself,sustainitself,anddefenditself.AndwewillhelpIraqbecomeastrongdemocracythatisastrongallyinthewaronterror.

OnIndependenceDay,werecallthecourageandhighidealsofourNation’sfounders,whowagedadeeratefighttoovercometyrayandliveinfreedom.Recentyearshavebroughtarenewedinterestinthelivesandachievementsofourfounders,andwehavelearnedonceagainthattheypoeedextraordinarytalents,aswellasordinaryhumanfailings,whichonlymakestheiraccomplishmentsal版权所有lthemoreremarkable.
