ngtherestofthelegislation.Forty-threeofourNation’s50governorshaveline-itemvetoauthority,andtheyhaveusedthatauthoritytoremoveneedleendingfromotherwisegoodbills.Tenyearsago,MembersofCongrefrombothpartiesvotedtograntpresidentClintontheline-itemveto.However,theSupremeCourtruledthatversionoftheline-itemvetouncotitutionalbecauseittooktoomuchendingauthorityawayfromtheCongre.Iproposedanewversionoftheline-itemvetothatfixestheproblemandgivesthepresidentaclearandcotitutionalwaytocutwastefulending.Undermyproposal,thepresidentwouldidentifyalistofuecearyitemsthatshouldberemovedfromalargerendingbill.Congrewouldthenberequiredtoholdapromptup-or-downvoteonthelist.
