"十五"期间，全市认真贯彻科教兴市战略，"科学技术是第一生产力"的思想日益深入人心,一把手抓第一生产力得到进一步落实,形成了一个重视科技、加速推进技术创新和高新技术产业化的热潮。随着一系列推进科教兴市，加速发展高新技术产业的政策措施出台与实施，科技工作的宏观环境得到了显著改善，尊重知识，尊重人才，注重创新越来越成为全市上下的共识，极大地激发和调动了广大科技人员的积极性，科技事业稳步发展，高新技术产业蓬勃兴起，高新技术改造传统产业不断取得新进展，有力地推动了全市经济、社会的发展。

科技实力不断增强，科技事业进一步发展。xx年，全市专业技术人员达到10.2万人，较xx年增长 8.8%；从事科技活动人员达到1.2万人；全市拥有研究开发机构160多个；全市r&d（研究开发）经费投入达到1.8亿元，比xx年增长了120%；民营科技企业达到320多家。"十五"期间，以计算机网络为代表的现代科技基础设施建设取得较大进展，增强了信息服务能力；部分科研仪器配备得到了更新改造，科研条件得到较大改善。xx年，全市专利批准数170余项，比xx年增长118.9%；技术合同成交额达到1.84亿元，比xx年增长83%。

高新技术产业发展呈现勃勃生机，初步形成了以电子信息、生物技术与新医药、新材料以及光机电一体化为主体的高新技术产业群。xx年，全市完成高新技术产业增加值1.44亿元，占全市国内生产总值的比重达到4.8%，高新技术产业正成为我市经济新的增长点。
