文联剧协秘书长在座谈会上的发言

担任剧协秘书长工作已有七、八年的时间了，工作当中有一些感受，工作之余也有些思考。下面我就谈一些看法：

一、增强服务意识，加强知识积累，提高秘书长综合素质和业务素质。

做好秘书长工作首先是要有服务意识，包括服务观念、服务态度、服务效果等等。会员加入协会都是有所求，特别是想通过协会这个平台，能够有学习、培训、交流等等机会，能够有用武之地，在本艺术门类中有所进步、有所提高。这是会员加入协会的根本动机，抓住这个动机，真心真意去为他们服务，尽量创造条件实现他们的愿望，协会工作就抓住了根本的东西。

其次是要掌握服务会员的本领。要学习专业知识，也要学习哲学、政治、经济等各门类的知识：一是在实践中学。要做个有心人，在开展协会各种活动中学习专业知识，积累组织文艺活动的经验；二是要向书本学。系统地读一些专业书籍，增长理论知识；三要创造条件，每年抽出一定时间，脱产或半脱产参加各种艺术专业的学习，省文联就组织40岁以下的干部参加艺术专业的学习，我们可以组织秘书长参加本专业的学习。

二、充分发挥秘书长的作用，积极主动地开展工作。

我的认为秘书长最重要的职责：一是要十分了解本协会情况，掌握本协会的全局。做好上情下达、下情上传，把党和政府的文艺政策，把文联党组、主席团的决策、部署及时准确地传达给协会主席团、理事和会员，使协会不折不扣地执行上级的各项决定；二是保证协会的正常运转。不断增长对协会日常各项工作的管理、组织、协调能力，在会员入会（包括向省剧协、中国剧协推荐会员）、组织观摩培训、组织主席团会议等日常工作中，做到井井有条，不出现纰漏；三是协助主席圆满完成主席团确定的重大文艺活动。最重要的是围绕市委市政府中心工作和文联的重点工作目标，为主席团出谋划策，确定文艺活动的内容和最佳方案，积极协调、汇集各方面力量，努力开展在全市有较大影响的文艺活动，打造协会文艺品牌。

发挥好秘书长的作用，关键是要积极主动地开展协会工作，就是要想干事、会干事、干成事。想干事是前提和基础，只有想干事才能积极主动地去找事干，也才能干成事，协会的生命力在于组织开展文艺活动，让会员人人有参与、学习、提高的机会，同时吸引更多的人加入协会，否则协会就会变成一潭死水；会干事就是要发挥协会优势，充分利用各种协会资源和社会资源，扬长避短，群策群力开展好各项协会工作，特别是举办大型文艺活动更需要动员、协调各种力量完成既定目标；干成事是协会工作必须达到的目标，是协会工作的最终目的。

三、围绕中心，服从大局，积极谋划今年的工作。

今年，市戏剧家协会将以建设紧密型协会为目标，加强协会组织建设，创新协会活动方式，围绕纪念新中国成立60周年、促进农村文化建设等主题，积极开展丰富多彩的戏剧活动。

1、从便于管理、利于开展活动的角度，将剧协会员按照从事的戏剧剧种划分4-5个小组，设立组长、副组长，分别制定全年活动计划，安排工作任务。争取以小组为单位全年组织1-2次会员联谊活动，同时努力创造条件组织会员参加各种培训班、戏剧观摩活动和戏剧大赛，积极推荐会员加入省或中国戏剧家协会。

2、4月份，在胶南市“杜鹃花会”活动期间，与山东省剧协、胶南市委宣传部共同举办中国山东XX年（杜鹃花会）茂腔名家名段演唱会。主要做一些策划方案、联系演员等工作。

3、5月份，与市茂腔剧团共同组织戏曲调演活动，展示京剧、吕剧、茂腔、柳腔等戏曲的无穷魅力。主要是协调、组织参演的剧目、演员等

4、9月份，与市话剧院共同承办庆祝建国六十周年诗歌朗诵会，歌颂新中国成立60周年以来的辉煌成就。这是剧协的一个文艺品牌，已经举办了四届，在纪念新中国成立60周年前夕举办，将会有较大的影响力。

5、10月，积极参与农村文化建设，与市茂腔剧团共同组织送戏剧下乡活动，组织到胶州等地农村演出戏曲专场。

四、对文联、协会意见、建议。

现在剧协工作最大难题一是开展活动的经费匮乏，开展活动有心无力，二是主席团成员大都已退休，开展活动所依赖一些优势资源越来越少。

对文联、协会的工作建议是：一是争取上级财政部门每年下拨给各协会一定经费，以利于更好地开展文艺活动，发挥协会在活跃群众文化生活、满足市民日益增长的精神文化生活的需求的重要作用；二是协会活动在精不在多，在做好各项日常工作的同时，各协会每年组织1-2项有影响的文艺活动应该作为协会主要工作目标，其他活动可以围绕加强紧密型协会建设组织一些联谊、观摩学习等活动；三是要充分发挥各协会优势，积极打造文联叫得响、有广泛影响的文化品牌，提高整个文联的知名度和影响力。

从事协会工作这么多年有一些感受，取得了一些进步，也存在许多缺点和不足，以后要加倍努力，争取把剧协工作做的更好。
